Chris Miller - Executive Director
Chris Miller is Executive Director of LOGIS, a premier technology service provider to Minnesota local governments. He heads the executive leadership team and is responsible for the overall culture, strategic direction, and organizational management. Under his leadership, LOGIS completed its 2021-2025 Strategic Plan, a revised Marketing and Outreach strategy, and established an internal Leadership Development program. He provides on-going support and guidance to the LOGIS Board of Directors. Prior to joining LOGIS in 2019, Chris served 28 years in local government including 22 years at the chief financial officer level. In addition to his senior finance role, his responsibilities also included oversight and management responsibility of information technology services at three different municipalities. Chris earned a Bachelor's of Science degree in Finance from the University of Minnesota, and has served on the board of directors of several non-profit organizations.
Tonya Kusmirek - Director of Finance and Administration
Tonya Kusmirek is the Director of Finance & Administration for LOGIS, a premier technology service provider to Minnesota local governments. She is a member of the executive leadership team and is responsible for the overall administration of LOGIS and the ERP Application Division. Under her leadership, LOGIS completed a search for new ERP and Utility Billing software packages, and the development of a strategic and comprehensive employee compensation and benefit package. She continues to develop organization-wide employee training initiatives to ensure LOGIS is recognized as a top employer. Prior to joining LOGIS in 2017, Tonya served 16 years in local government in Minnesota and Wisconsin including 11 years at the chief financial officer level. In addition, Tonya has served on the National Debt Committee for the Government Finance Officer Association and has chaired various committees for the Minnesota and Wisconsin chapters and continues to be an active member. Tonya earned a Bachelor's of Science degree in Accounting from the University of Wisconsin and a mini-MBA in Operational Management from the University of St Thomas and has served on boards of non-profit organizations.
Chris Olson - Director of Public Safety Applications
Chris Olson is the Director of Public Safety Applications and GIS for LOGIS, a premier technology service provider to Minnesota local governments. He is a member of the executive leadership team and is responsible for the overall support of public safety agencies using dispatch, mobile and records applications along with the support of a number of GIS-supported cities. Under his leadership, innovations in application software have been implemented. He continues to collaboratively work with others, both internally and externally, to identify and develop a data and analytics product to improve public safety decision making. He also coordinates meetings for the respective LOGIS Police and Fire Executive Steering Committees. Prior to joining LOGIS in 2017, Chris served almost 28 years in local law enforcement including 9 years as a chief of police and safety service manager. In addition to his chief role, he served as chair of a multi-agency/multi-discipline governance committee supporting dispatching, mobile and records for a joint public safety entity. Chris earned a Bachelor of Science degree in Law Enforcement from Mankato State University (now Minnesota State University-Mankato), attended Northwestern School of Police Staff & Command and has been a member of a number of professional committees and associations.
Tom Blaeser - Director of Application Development and Support
Tom Blaeser is the Director of Application Development and Support for LOGIS, a premier technology service provider to Minnesota local governments. He is a member of the executive leadership team and is responsible for the Property Application Development and Support team culture, strategic direction, and organizational management. Under his leadership, Agile Application Development and Product Management framework were successfully implemented which has improved the speed and frequency of new product features and functionality delivered to LOGIS Members. He provides on-going technical and process leadership and guidance to all LOGIS teams. Prior to joining LOGIS in 2019, Tom served as a technology executive for 19 years at Target (16 years) and TCF Bank (3 years). During that time, his responsibilities included leadership of Technical Support, Infrastructure Engineering, Business Intelligence and Application Development teams. Tom earned a Bachelor's of Arts degree in Business Management and Leadership from Concordia University, and has continued his education earning several certificates in leadership and technology.
Janelle Day - Director Infrastructure & Shared Services
Janelle Day is the Director of Infrastructure and Shared Services at LOGIS, a premier technology service provider to Minnesota local governments. She is a member of the executive leadership team and is entrusted with the responsibility of providing strategic guidance and overseeing the Network Services Department. Her role encompasses the planning, administration, development, coordination, and implementation of information services including infrastructure, security, fiber services, project delivery, managed services, and vendor management. Janelle rejoined LOGIS in June of 2023, having previously served the organization from 1998 to 2001 as a Network Administrator, and later from 2001-2016 as Supervisor of Network Services and Projects. During her absence, she worked for a Minnesota County government as an Information Technology Manager for five years focusing on the seamless transition of services and applications to the Cloud. Subsequently, she spent two years with a consulting firm as a Senior Project Manager, leading various technology migrations to the Cloud, such as Microsoft 365 applications and on-premises data center and application migrations to AWS (Amazon Web Services). Janelle earned a Bachelor of Science degree in Business Administration Management complemented by an Associate of Science degree in Information Technology from Minot State University. In 2022, she obtained the AWS Certified Cloud Practitioner Certification, further strengthening her expertise in cloud-based solutions. With her extensive experience, comprehensive knowledge of infrastructure management, and proven expertise in leading successful cloud migration projects, Janelle is instrumental in driving the growth and success of LOGIS in its mission to provide top-tier technology services to Minnesota local governments.
Matthew Netland - Service Delivery Manager
Matthew Netland is the Service Delivery Manager at LOGIS, a premier technology service provider to Minnesota local governments. He is a member of the Network Services division and responsible for overseeing the Service and Collaboration teams, managing customer experience, and ensuring effective delivery of IT services to the membership. Matthew joined LOGIS in April 2024. During his 25-year IT career, he has helped organizations develop, implement, and mature service delivery and IT service management practices. His previous roles include leading infrastructure, network, and operations departments with the Minnesota State Colleges and Universities, Minnesota IT Services (Executive Branch), and Metropolitan Council. Matthew has also been an adjunct instructor for a local community college, teaching courses in management, business, and human resources. Matthew earned a Bachelor of Science in Business Administration degree from Metropolitan State University and a Master of Business Administration (MBA) from Minnesota State University, Mankato. He also holds many ITIL/ITSM certifications and is a graduate of the Enterprise Cybersecurity Leadership Academy and Senior Leadership Institute. Matthew serves on the board of directors of a local non-profit, The Bridge for Youth, and enjoys volunteering and serving the community.
Mark Mayfield - Network Architect Supervisor
Mark Mayfield is the Network Architect Supervisor for LOGIS. Mark leads the Network Engineering team which supports LOGIS and its members, designs high-availability network solutions, and sets the strategic priorities for future network technologies and designs. Mark has worked in public sector information technology since the mid-1990’s, including 10 years IT leadership experience prior to joining LOGIS in 2018. The focal point of his career is leading the design and operations of highly available network and server environments that support the demanding needs of the following critical industries: public safety dispatch, police and fire mobility, police mobile and terrestrial video recording systems, water and electric SCADA networks, physical and cyber-security, and municipal retail operations. Mark and his team at LOGIS are responsible for maintaining the networks interconnecting LOGIS and its members across the state, providing staffing augmentation to members, and serving as subject matter experts on a wide range of network systems. Mark has been certified as a Cisco Network and Design Professional, (CCNP/CCDP) and currently holds the Cisco Enterprise Core Specialist certification.
Jessica Fendos - GIS Supervisor
Jessica Fendos is the GIS Supervisor for LOGIS. Jessica has worked in advancing geospatial technology for Minnesota government at the city, state and county levels for more than 20 years. She has extensive experience in implementing enterprise GIS systems and developing GIS solutions that enable location-based decision making and process improvement for local government. Leading a highly qualified and customer-focused GIS team, Jessica is responsible for GIS strategic planning, system design and project scoping, customer service and relationship building, as well as mentoring and developing GIS talents within LOGIS membership. Externally, she is the 2023 Board Chair for the Minnesota GIS/LIS Consortium, working to develop and support the GIS/LIS community in Minnesota for the benefit of our people and contributors. She promotes metro area municipal government interests at regional meetings and state conferences. She received a Master of Geographic Information Science degree from the University of Minnesota and has been a Certified GIS Professional (GISP) since 2008.
Pam Kummer - Application Supervisor - Utility Billing
Pam Kummer is the Utility Billing Application Support Supervisor for LOGIS, a premier technology service provider to Minnesota local governments. As a member of the leadership team, she oversees day to day support functionality for three team members with responsibility in the areas of work plan management, application design, report development, software integration and implementation project management, customer service, relationship building and mentoring. As an essential member of the Utility Billing software package search committee, Pam’s 17 years of Utility Billing knowledge and experience led the committee to purchase a state-of-the-art cloud-based Customer Information System. The scalable SaaS platform design will project the Utility Billing membership into the next decade of leading-edge technology to support any size utility. As a former Utility Billing user at a LOGIS member site, she understands the value LOGIS brings to the membership and is passionate about serving local governments and their communities. Pam earned her Associate of Applied Science degree in Business Management and Accounting from Rasmussen University.
Patty Hartwig - Client Services Group Supervisor
Patty Hartwig leads, mentors, and manages the Network Services Client Services team at LOGIS. She oversees member management, Service Desk operations, project management, procurement, and the service delivery of various applications and services. Before joining LOGIS in 2018, Patty dedicated 28 years to the City of Brooklyn Center, serving 19 years as IT Director and 9 years in Public Safety, where she spearheaded numerous technology initiatives across a wide range of local government areas and functions. From March 2018 to March 2024, she led the LOGIS security and solutions architect teams, overseeing daily security operations, member security services, and new member solution offerings. She developed and implemented IT security policies, standards, and procedures to ensure compliance with regulatory requirements and industry best practices. In collaboration with the membership, she established the LOGIS Security-as-a-Service (SECaaS) offering. Patty holds a Bachelor of Arts degree in Public Administration and Political Science from the University of St. Thomas. She brings extensive technical knowledge and experience, and strong leadership to local government technology and operations. Passionate about serving local governments and their communities, Patty is dedicated to LOGIS’s mission of facilitating leading-edge, effective, and adaptable public sector technology solutions through the sharing of ideas, risks, and resources.
Justin Roggenkamp - Fiber Optic Services Supervisor
Justin Roggenkamp has an impressive background and a wealth of experience in the field of fiber optic services. As the Fiber Optic Services Supervisor for LOGIS he is responsible for overseeing the fiber optic infrastructure and leading the Fiber Services team. Justin's team focuses on providing high-quality service to LOGIS members by understanding their networks and needs. They establish goals, priorities, and create technical plans, including network design and pre-bid cost estimates for future budgeting. Project administration and ongoing network operations and maintenance are also part of their responsibilities to ensure network integrity and reliability. Prior to joining LOGIS, Justin worked at Access Communications from 2001 to 2013. During his time there, he contributed to the design, installation, and maintenance of a substantial 1200-mile fiber network that connected 500 buildings, including major data centers and carrier hotel facilities throughout the Minneapolis/St. Paul Metro area. This experience provided him with valuable insights into managing both outside and inside plant fiber infrastructure. In 2013, Justin moved to ZAYO as part of an acquisition, where he served as a Project Manager. His role involved managing significant projects for companies like VzW, T-Mobile, and Sprint throughout the State of MN. Justin's expertise in working with governmental organizations, school districts, and private corporations has made him a valuable leader for LOGIS' Fiber Service Group. His background and experience confirms he is well-equipped to handle the challenges of managing and maintaining fiber optic infrastructure and providing excellent service to the organization's members.
John Nichols - Application Supervisor - Public Safety
John Nichols has over a decade of Minnesota local government experience, including nine years in a variety of roles within the public safety environment. Prior to LOGIS, he has held positions including manager of a county-wide records management system and CAD administrator. John leads the public safety applications group, which is comprised of highly proficient individuals with over 100 years of combined experience in the public safety environment.
Rachel Romansky - Application Supervisor - Property and Recreation
Rachel Romansky has over 15 years of customer service experience and leadership from within both the public and private sectors. Rachel joined LOGIS in 2017 as part of the Property and Recreation Applications Support team. Prior to LOGIS, Rachel held positions in network administration, technical support, application development and support, and business analysis. Rachel leads the Property and Recreation Applications Support team, who support both internally developed solutions for permitting, special assessments, and property data software, as well as third party recreation software. Rachel's team offers analysis, service, training, and software support for over 30 member organizations.
Scott Crocker - Systems Group Supervisor
Scott Crocker is the Systems Group Supervisor overseeing the deployment, maintenance, and enhancement of system infrastructure. Scott is an accomplished Senior Systems Engineer with over 20 years of experience in the public sector. His career began at the City of Brooklyn Center, where he played a pivotal role in migrating to a new ERP solution and provided comprehensive IT support across various city departments. Since joining LOGIS in 2015, Scott has thrived as the Systems Datacenter lead, implementing critical infrastructure initiatives. Scott’s extensive knowledge and dedication to customer service make him an invaluable resource to internal staff and our membership.
Philip Pizza - Unified Communication & Collaboration Supervisor
Philip Pizza serves as the Unified Communication and Collaboration (UCC) Supervisor responsible for leading the team that supports the operation, maintenance, and optimization of communication systems for our members. He has over a decade of experience in the Information Technology field leading delivering innovative communication solutions and most recently managing a team at the Metropolitan Council. Holding a double major in Information Systems and Finance from the University of Wisconsin-Eau Claire, he has led and managed complex projects for network, IP telephony, and A/V teams for private and public organizations. Philip is known for optimizing operational efficiency through continuous improvement and fostering collaboration across business units.
